Understanding FQHCs:
Where high-quality and cost-effective healthcare meet
First established in 1965 as part of President Lyndon Johnson’s War on Poverty, FQHCs were formed as a new kind of community-based healthcare. Based in underserved areas, they held an “open door” policy, providing care regardless of an individual’s ability to pay.
FQHCs are mandated to have community-based, patient-majority governing boards (at least 51% consumers) – demonstrating their commitment to “representing the individuals being served by the center.”
Primarily regulated and administered by the U.S. Department of Health & Human Services (HHS) and Health Resources and Services Administration (HRSA), specifically through the Bureau of Primary Health Care, FQHCs must adhere to federal requirements under Section 330 of the Public Health Service Act.
Community health centers (CHCs) by the numbers*:
